The transition to renewable carbon in the chemical and plastics industries is the equivalent to decarbonisation in the energy sector. This transition to alternative carbon sources is needed to fight climate change and shift towards sustainable and climate-friendly production and consumption. Carbon Capture & Utilisation (CCU) is one essential pillar for the supply of renewable carbon besides biomass and recycling. The improved EU political framework for CCU in 2019 and 2020 with the Renewable Energy Directive (RED II), that opened the doors for all CO2-based fuels, including the use of industrial off gases for all types of advanced fuels and the political discussions how to include the CO2 utilisation in the Emission Trading System (ETS), stimulated the planning and implementation of more pilot, demonstration and commercial plants especially for Power-to-X and low carbon fuels.

Direct legislative support for other CO2-based materials or substances, such as plastics, has not been introduced so far in the EU policy framework and CO2-based chemicals are usually rejected due to the concern that these chemicals do not help to mitigate climate change, because the carbon is only bound for a short duration somewhere between a few hours to a few years. Political recommendations on CO2-based materials are often based on the idea of (permanent) carbon removal thereby failing to reflect on the bigger picture, on the essentiality of CCU for the future economy, and on consequences and alternatives of rejecting CCU.
